A Russian politician and an American politician are celebrating a huge scam they pulled off together. They eventually start bragging about who's the most corrupt. The American pulls out a picture of a hospital "See this hospital? I skimmed 400K off the construction costs " the Russian responds "That's nothing. See this statue, I skimmed 500k off the construction costs" and proceeds to pull out a picture of an empty field
